If Mr. Whisper were completely off target, and didn't know what he is talking about, how did it come to be that he criticized your city's actions? I don't know about you, but if someone criticizes me for doing something I didn't do, my response is 'What are you talking about, I didn't even do that.' It's certainly not "yeah I did that, so what?"

This has prompted a rather heated discussion, and in the midst of the tempers rising someone else coming out and apparently confessing to the allegations anyway. True, the -48's word doesn't mean much at all. But when someone's temper rises they won't think as clearly. Things get said in haste. It looks to me like there was a telling little revelation spoken out of anger here. I'm curious to see if there's any other spin someone can put on the words I called attention to.
