a while back, there was a lottery run by  a player, who ran it in 3 levels. payout was depentant on the levl you bought at.

this was a well recieved, and i would like to see the mafia lottery done that way. buy your ticket at your chosen level, and earn rewards accordingly.

this way, people like myself, with less money, can make some money without playing out of our payroll range, and the folks with more can make money in their own range.

correct, but that's not the point. i'm thinking this for folks with more money. you make another level (say 100 or 1000 a ticket) not as easy to afford, but can be bought by people with more money.

so, i would buy at $1. but mabye my CL and GF want to play with a little higher stakes.

the advantage is taht those of us who play at the low level don't have to compete with a man who can buy 3-5 million. and if you can spend a crap ton of money, then you can make more to that money.

as a poorer fellow and having been rich in the past, i don't think it would be really good to drop that kinda money into a poor pocket.

The reason it is called the lottery is because it is like the lottery in real life. Everyone buys the tickets for the same price. If you are rich you can buy more. What you are trying to do is create some new type of lottery which ruins the point of it being a lottery at all. If CL and GF want to play at a higher stake then they should take up gambling not the lottery.
