Long Legged Larry, the champion jumper, with a length of about 20cm, emerged from the cat-tails and tall grass to address the crowd.

"Ribbit, and a very good morning to all. I've come to discuss a concerning trend amongst our youngest and most vulnerable within our society."

Larry re-positions himself on the milk crate, as his legs are far too long to stand still on such a small object for too long.

"In our world, there's a line between those who proudly carry their family's name and those who choose to keep their connections to themselves. Some people, despite being accepted into respected families (even when it is questionable), prefer to keep their associations in the shadows- relying on the gods to provide that information to the masses. Why is this?"

Larry strokes his beard.

"I see this choice as a grave departure from the traditions that define us, where family, loyalty and pride are of the most importance. It's a reminder that not everyone wears their family ties with pride, even in a world where it can mean the difference between life and death.

My elders told me of a time where the gods did not impose upon us an innate way to magically know the association of someone unless they tattooed it or otherwise proudly displayed it themselves."

Larry re-positions again, cursing his enormously long, champion legs.

"So this brings me to the question at the heart, should those who do not proudly display their loyalty be protected with the same ferocity as those who do? I recognize upon the departure of a crewleader a member is afforded some protection if they are tagged. Why afford them any at all in life, if they are not tagged? What does that say about loyalty in this thing of ours if we choose to protect those that cannot proudly represent their families?" 

As he listened to LongLeggedLarry address the crowd he thought to himself about the topic of family, being proud and the protections that are afforded. He took a deep breath of the cool night air, he coughed a little bit from the cigar as smoke billowed out from his mouth. He looked around at the man all standing around on the street and then his eyes scanned to the bums over on the other side as he shook his head. He was taught at a early age about them and his father made sure to do everything he could so he was always on top of the game

I know a lot of family's have it written in the rules about this topic and a lot of people are just raised with good morals and understand how things work so they proudly represent their family without question. There is also the fact that if the leader gets killed then you typically get the protections to find a new family if you have the family name in your profile, so it seems like all good reasons to me to rep your set.
