My suggestion is this. When a war has been going on for a certain amount of time, and rebuild mode is on, the game can take a vote to start a temporary ceasefire. 
during the ceasefire, you can’t fly, except between districts, you can’t shoot and you can’t pickpocket. 
 

the ceasefire should last for about 10-15 hours, so people can get some GOD DAMN SLEEP!!

I can’t support this. Sorry, but deciding on a ceasefire is not up to ‘the game’. It's up to the people in charge of the conflict.

You may have forgotten the great TruceFather but history hath not. It is up to the leaders of the community to use their diplomatic skills if they want to see a ceasefire. It has been done before the game should always fall on the shoulders of those who have chosen to step up as leaders, not by adding more features that change the very basis of the game.
