A few updates for RATs are now in play.

The below is for regular RATs and may not apply to special events where RATs are utilized.

RAT pools are anonymous.

RAT shooters are anonymous.

If a RAT fails because there is no competition, it does not expose the name.*

If a RAT is saved by an upper, it does not expose the name.

If you claim RAT drugs, it *will* show your name.  This is optional, you can control the outcome.

If you go too fast, it *will* show your name.  This is optional, you can control the outcome.

*It now tracks when you get pooled, but fail to participate - before when it showed names, it relied upon the users to self govern, but now that it no longer says who, then code has to do it.  There is a normal threshold of how many rats you can ignore - it happens to everyone, its all good.  If you miss more a fair bit more than that threshold, it starts to reduces your chance of getting pooled.  When it becomes obvious to the code that you are missing them intentionally, then your chances of getting into a pool dramatically drop until enough time passes that it will slowly recover your pool percentages.  This right this is set on a very very very high limit of misses until it gets enough data that it can find the right threshold.
