Today was the day, the day that would decide the rest of his life. He had been given the word that he could set up in Chicago. A city that needed his attention just like he thrived for doing the best he could with the city. A lot of history follows a leader and a city, but Skorpeon tried to not focus on those things as of yet. He sat in the comfort of his own room, alone, and sipping on some alcohol. This decision today would be the deciding factor of his future and it was a great step. It was a very honorable step in this country. Skorpeon believed he was the right man for the job also. That kind of mixture pushed for leadership and responsibility, which both were exactly what made Skorpeon thrive. He stood up from his chair and began to make his way outside to the street. It was time for him to tell the rest of the world what his plans would be for the city of Chicago. Skorpeon made his way out the doors where he was found out on the local sidewalk. He noticed an old school soap box laying around the block so he grabbed it and tossed it to the ground. He stepped on top of the soap box and smiled to the public.

"Today I would like to make an announcement. One that will benefit the country and the city of Chicago. I have received authority from the leader of this country to be allowed to set up in this beautiful city. It is an honor and one I will take with serious responsibility. I have decided to call ourselves The Chicago Foundation. That is mostly because we are just a foundation in itself, willing to build and strive for something better. Try to make Chicago have the name and reputation I know it should have. That is why I have come to the street today to let you all know that I will be setting up. This city is in a need of a leader to help guide it back to the way that I use to remember it, and I want to be that man. I want to show that I have what it takes to bring The Chicago Foundation to life. Out of all those things though I will have a family that I will watch over and support as much as they will me. That is the greatest feeling and you don't know what it is like until you have that opportunity. I am blessed to have this opportunity today and I will not let those who support me down."

Skorpeon paused for a moment and took several breathes. He looked around at the familiar and unfamiliar faces lined in the crowd. He raised his had as he began to speak again.

"I would like to take the time now to thank those that have gave me the authority to set up. Without them, this wouldn't even be a dream that can be reached. I will have their support and they will have the support of myself. I will be bringing some valuable friend and associates of mine with me to Chicago and I would like to thank them for bearing with me on this transfer. It is not easy to leave a family that you love so much and gave your everything for. However, this will hopefully make us all stronger and it is a step in the direction to a brighter future. This family will be exactly as I just stated, a family. Without your family... you are nothing. I have been learning under some great people and I plan to carry it one with me to do my best for the city of Chicago.."

He smiled as he lowered his hand and stared for moments into the crowd. He looked up, cleared his throat, and began to finish his speech.

"I will be recruiting members who have the same goals that myself and my family will have. I want hard workers that will help us grow from a foundation to something greater. I can not do it alone however. So if anyone is interested in joining me for this climb to the future then please feel free to contact me. If anyone has any question then please feel free to contact me. Today, The Chicago Foundation is born... from here on out it is history."

Civ looks at Skorpeon and listens to him speak of his new family...

"Skorpeon, we havent spoken much but from what i saw from you... i know you will be a great assett to the city of Chicago. And will help Chris in building the city of Chicago into a fine one, as it had been before. Congratulations and long lives the Chicago Foundation!"

Approaches Skorpeon and shakes his hand, giving him a bottle of the finest scotch he could find

"Congrats to you and The Chicago Foundation. I wish you the best of luck with everything you do."

Immortal nods at Skorpeon.

Congrats man. I know that you and Chris will work well together, and look forward to all the delight that ya'll have in store for us. Keep up the good work.

It’s nice to see a city as wonderful as Chicago be reopened and placed in very capable hands for making it a thriving, stable place for many to hang their hats and visit.

Congratulations Skorpeon, I am looking forward working with you. I am sure you and Chris together will build great and strong city.

Salutes

Technical heard someone in the streets had been making an announcement from a roaming Civilian. So he went to where he heard it was taking place and saw Skorpeon standing in front of everyone. Technical hears what Skorpeon has to say. He is pleased to hear Chicago has found new families to run their streets. After Skorpeon finished everything he had to say, Technical walked up to Skorpeon.

It warms my heart to see this city is having someone like yourself to watch over it. I hope you work as hard as you have been to keep it such a joyful place. I would like to congratulate you on being granted such an offer. I look forward to the future of Chicago, may you show the city what you are made of.

Technical shakes Skorpeon's hand and heads back to his car. He went back to his Headquarters in Detroit.

PJ waits for the man to step of his soap box and grins. With one little hand signal a group of his little monkeys swing from lamp post to lamp post eventually landing near the soap box when they begin to smash it to pieces in a drug laced banana induced frenzy.

Now that is the out the way... Congratulations and good luck in Chicago. I knew it wouldn't be too long until you found yourself bold.

With a high pitched whistle and another hand signal, the monkeys stop chewing on the remains of the soap box and disappear in to the back alleys as if they where never actually here.

Rasies a glass for Skorp

Xiphos stands towards the back, smoking a cigarette. After listening to a few others offer their congratulations, Xiphos steps up to address the new crewleader in Chicago.

You've got permission from the leader of this country. I've got to say, Skorpeon, you must have had to pay a lot of money, or pulled a large amount of strings to get the President of the United States to give you permission to set up a criminal organization in Chicago.

He chuckles to himself.

Nonetheless, congratulations are in order. I wish you and Chris the best of luck in the windy city. The city had a long and rich history, so I look forward to you two adding your stamp on the legacy.

Emerging from his newly purchased HQ in Chicago, Skorpeon wants to get something off his chest.

"Hello, It hasn't been that long, but I am back on these very streets! I just had to get something off my chest.

Since opening my HQ for the first time people have been mistaking my family with ones who previously lead in this fine city. I believe the name was, Don Monet, The Foundation V3: The Impressionist Edition.

In order to stop this confusion, I will be changing my Family name to Cold World, Inc. I respect those who lead before me and for this reason, I will be surrendering the name The Chicago Foundation and implementing the new name: Cold World, Inc."

Red chuckles and hands his friend a bottle of whiskey.

I am, of course, jesting. Oh boy oh boy... Our lines first really got to know each other in Vegas, mine working for yours as RHM, and that is when I met you first, long before I even entered this life we all lead. I knew then that you were going to take things to the next level, even furthermore than our ancestors Creep and Stu did. I think it's safe to say they'd both be proud mate.

Red lights a cigar and puffs on it before continuing.

You joined our family and from the moment you did, it was balls to the walls. Everything I ever saw you do for us, you did 110%. It was no surprise at all to me when I came back after being absent for a few days to see you in my RH suit, you in all honesty were my first choice to succeed me. I knew full and well I wasn't going to be able to dedicate as much time to this family as it needed, and when I wasn't there to be the RH this family needs, you stepped into my shoes and filled them well. Therefore it was absolutely no shock at all, and a very great welcome for me to see this announcement. I wish you the best of luck Skorp, you know how to get a hold of me if those gusty Chicago winds get to be too much.
