The difficulty and payout of each city as a whole has been modified.

The numbers now reflect a more balanced total for each of the 3 geographic regions.

When the cities are further broken down into their smaller areas, we will giving them each their own unique difficulty/payout modifier based upon the city's default value - creating areas of different "worth" to the owners of such areas.

By visiting each city and seeing how much you get pre-tax, you can easily figure out the order of difficulty/payouts.
