To be honest this is something that you have kind of introduced in your need a break post but I suggest that when you post a suggestion it should be able to be posted anonymously as well as any replies in that thread

reason quite often regimes can be against a current suggestion that could be good for the game and shoot the idea down and gun the person who has posted the suggestion, these people often don’t like to talk up in news and announcements threads either because it puts their account at risk for something OOC.

on top of this I think it would be wise for each intro have a vote on a suggestion or even maybe a game change they do not agree with and would like to vote it up or down for your consideration as a +1 or -1, the voting should also be anonymous 

I wish that the first part of your post was untrue, but alas... 

100% behind +1 -1 voting system for Suggestions. If people aren't comfortable or articulate enough to post here this would at least give them a platform to show interest levels on new Suggestions.
