Another very simple one.
GFC is the peak rank you can achieve in the city. VIP colour is of mostly 0 consequence thus allowing the GFC to change it (maybe within reason so like no black/grey/white ext) so they can personalise their city and add a little fun aspect to it much like crew colours. |
