The properties are being rolled out in a unique way to ensure that regardless of timezones or schedule, everyone has a chance of scoring some of the premium locations and are not left with just crumbs.

All properties are numbered internally as far as its value.  We are setting half aside for a 2nd stage.

Every *other* one of those is being given out via a Dibs system: (Reserve one, Give one, Reserve one, Give one... and so on)

First dibs for 139 of the properties were given away to those that met certain performance metrics during the jail event (top 3, or over 300 in a round).  

Second dibs is a combination of those that win some that are given out in flash sales as well as some of the uppers whose crews hit certain performance metrics.

Once those are spoken for, there will be some dripped out at a steady pace for users to battle over, as well as ones they can purchase with in game currency/credits for the remaining ones of the original 50%

Once the first 50% of the higher valued properties are distributed, and everyone has had a chance, it will then slowly drip them out in random order.

Esquie there is an announcing coming soon, originally jail prizes were going to be normal but I decided to greatly speed up the timeline and let winners secure their properties ahead of time.  There should be an announcement details everything this weekend.

SimonTheSwanHunter they are linked to master accounts because I view this as more of a "legacy" type thing, you can work on it and even after death still enjoy the fruits of your prior labor with your next of kin.
