With the lottery previously, if the pot was say 5 million, if you dumped in 5 million of your own, you had a 50% chance of walking away with a win. While math wise, this person had the same exact profit/loss ratio as every other player in the game - it led to people complaining about others "buying the pot".
This reduces the incentive to try to buy the pot by reducing the payout per individual by 50% while maintaining the overall payout of the same.
