BRIEF 27-A: "Dealer Movement and Business Cooperation Patterns"

Officers,

We’re seeing increased collaboration between local businesses and mobile dealers. While the dealers claim to be "independent contractors", we all know what that means in this town.

If a business marks itself as Dealer-Friendly, the location enters the dealer’s movement rotation. Selection likelihood increases with:

1. High pedestrian activity

2. Dense local resident count

3. Established rapport between owner and dealer

4. Competitive tax rates

Be advised: owners can change their tax rates at will. Each 0.1% increase forces the dealer to evaluate whether to continue operations. This evaluation (street name: "Fuck-You Dice") determines if the dealer bails.

During the current "introductory period", dealers are rotating abnormally fast and generally forgiving of infractions. Expect this to change soon. When the gloves come off, a tax misstep may sever the relationship permanently, pushing the dealer to rival operations.

Officers should monitor related foot traffic, disputes over rates, and any abrupt dealer relocations.
