The traffic issue with Dealers has been identified, and now I can work on a fix. 

Until such time that it is producing the numbers it should, it is setup a little differently:

As of now, it is picking a random dealer from that area based on tax/population on every single drug buy or sell.

Since it selects it for that one transaction, your tax rate being raised or lowered after the fact just affects the math for it being selected for that one purchase.

Once traffic is fixed, the dealers will stay with you for a period of time, and you can play with tax rates on existing contracts while they are there.

Also, if a few of you want to partake in a little bit of experimental things, I've turned on a limited number of Bordellos and Safehouses.

Feel free to play around with them if it is available to you.

As of now, properties are purchased as a blank canvas, flipping from one type of property to another has no cost or time for construction.

There will be a deadline where you need to assign any existing properties to a particular type, and after that point, its written in stone and you will no longer be able to instantly change a property type (It will take time to convert, plus the cost of demo/building it)

In the future, a property will come already assigned with a type, you can keep it as is or rebuild it as something else.

This is all beta stuff.  Many users are playing around with it and testing it, but if thats not your bag you can just hang back and wait until it's running smoothly and then use the tutorial that will be posted for it.
