I played around with timing for too-fast penalties on the rat drug claim and made it a little more tolerant to those with shitty inconsistent connections.  It now will give you a 'freebie' too fast, which it now subtracts from your time bank, if you get a 2nd penalty before you refill that time bank then you get an actual cooldown which blocks you for 4 minutes per infraction from the rat drug claim as well as rat pooling.

The page temporarily shows debug time so you can help work on your timing.  It will be removed shortly.

(Also, it now gives a LOT more drugs, at first just marijuana, and then when it gets down to sane quantities it switches over to cocaine)
