RATs will be more aware of the chat activity in Lounge, spawning more often when chat is above average in activity in official channels.

The other side of this equation is that there will be very little tolerance for RAT spam on a individual, crew, district, city, and coast level.  If problems stay unchecked, rewards will be turned off depending on where the spam takes place.  Severity and frequency will determine if rewards are disabled for 1 day, 1 week, 1 month, or permanent, and if jail, character, or account bans are in order for offenders and their uppers.

Please don't take this the wrong way, but TonyTheTailor, you are a godfather, you are one of the those that set the standards on that.

You are currently playing under the standards set long ago by people that are no longer in power. If the current leaders of the game wish to make meaningful change, they can set the standard how they see fit. 

Standards are set by those at the top either through action or inaction, most of the time its set by those who see how far they can go before anyone cares, and as of now, no one cares.  Therefore standards will continue to drop until people in power decide they are not OK with the way things are done, and set new ways things are done.

This isn't a taunt, or me being passive aggressive, its a small attempt at empowering those at the top to want to be able to look back and see their time as 'the golden standard' when things were done right in their eyes, and it became the new tradition, as opposed to 'i occupied that space, but left no lasting mark'.
