Hypothetically speaking, were I to take power in a district or a city, I would not want to simply be another forgettable leader.  I would to do things differently.  For example:

Mandatory Mugging: We've seen how well this has worked in other cities.  How could we build upon this success?  Should it be permissible to shoot a man's bodyguards if he fails to mug you?  Or, should it be taken ever more seriously?

Non-attendance of funerals:  For generations this has annoyed me.  Everyone should attend every funeral and have something to say.  What should the punishment be for not attending?  YOU tell ME.  I think it should be serious.

Daily Updates to All Upper-Structures:  This is a total no-brainer for me.  I'd want EVERY upper structure to know how many of my people didn't mug when they should, for example.

This is just a starter for ten, or three.  Let me tell you a couple of three things.

Had to give this one some serious thought.  I think that if I were in a position of ultimate power over everyone I would probably spend my days lending a hand to people. Leave the world a better place than how you found it. But I do that now anyways, so I suppose it doesn’t make a difference. I’d still be the same person, but with unyielding power. And if a war ever broke out under my reign, I’d be the first to help with that too, killing as many mobsters as I can for them. So it’s not like I would never use my position and power for killing and unbridled violence, but I’d otherwise be the same as I am now, only stronger. 
 

As for everybody else, while it’s unlikely that any of the policies that were presented earlier would ever be put into place, hypothetically if they were to be implemented and for some reason there was a funeral you could not attend just let me know and I’ll attend on your behalf. 

If I may make a suggestion to add to the list, I think Goombas should be seen as the lowest of the low and should be treated accordingly. See a Goomba? Nip at its bodyguards. A Goomba in jail? Let them rot. A Goomba has the gall to pickpocket you? Wack them to teach them their place. Goomba ends up at the funeral home? Let there be naught but silence.

Goombas ought to be shunned and ridiculed in the streets. Give them 100% tax rates as well while we're at it. The arrogant little shits. 

For what purpose you may ask? Well, you see, this will help toughen them up and make for more resilient mobsters if they survive the dog-eat-dog period of Goombahood. All of our Earner+ associates would be HARDENED goons who got hard after being soft their whole lives.

People will look at Billy the Earner and go "Damn, that guy survived through his 3 days of Goombahood. He must be a real tough son of a busdriver".
