It was a bright and sunny day in Las Vegas. The sun was scorching and the breeze was non-existent. It was the kind of day that makes a man sweat in his suit as he stands still reading the local news. Fortunately PJ would be out of the sun soon enough though and on a plane heading towards New Orleans. New Orleans was the perfect location for what was planned. It was a neutral city that had no current mafia influence other than from those passing through looking for a high sell price for their suitcase full of heroin. Neutral was exactly what we needed for such an important day like today.

Hopping on to a flight from Las Vegas airport PJ soon arrives at his destination. The sun here is not as harsh and the breeze is more than adequate to stop those pesky sweat patches from creeping through. As his stylish limousine pulls up he notices a familiar face already waiting for him in the back seat. Slash. Slash opens the door for PJ before they begin heading in the direction of their destination.

Pulling up PJ and Slash can see a large and old warehouse. One that was rumored to be used by the old Godfather Stamina before his death. Barely visible on the doors are armed guards who disregard PJ's status and disarm him before he is allowed entrance. Reluctantly nodding and handing over his firearm, PJ heads in to the centre of the warehouse where a table is set. Already sitting at the table are Valmont of Detroit, Marston of New York, DeadlySin of Philadelphia, ParanoidFreak of Las Angeles and their representatives. Taking his place on the last available space of the table PJ excuses himself.

I apologise my friends. Our lateness is in-excusable. As a token of my appreciation I have brought a bottle of Las Vegas's finest moonshine with me. Might as well enjoy this.

Pouring a glass for each of the City Leaders and then for himself PJ takes his seat again and looks up.

Shall we get this City Head sit down under way? The City Head Council if you will...

After hours of arduous and intense talks on a number of subjects the City Heads begin to tire but refuse to let anything be over looked and half talked about. The light had become dark and the bottles become empty. When finally all the City Heads were in agreement with most of what had been brought up. Now all that was left to do was find a way to explain to the masses what rules and restrictions the Country's leaders had agreed apon.

Later the next day PJ had been tirelessly scribbling away at his desk. Penning a telegram to be sent to all Las Vegas Upper Structure. Knowing that the other leaders were doing the same with in their respective cities. This mail would detail and outline what was set about in the sit down. After he was completely satisfied PJ called in one of his associates, gave him the letter and sent him off with strict instructions that this reach each and every single upper structure of Las Vegas. Being the nosey little bugger that he is the associate couldn't help but sneak a peak of what he was passing around. It read:

Dear all,

Yesterday as you may already be aware the leaders of the cities and I had a sit down in an undisclosed location to discuss a few things that affect us all in one way or another. I am now passing the details down to you so you can be sure that you abide by these rules and guidance while being sure your family does the same. Please read carefully.

Crew Limit Per City

We believe that the current limitations put in place by the Godfather Council are adequate and work well. So we shall therefore not be changing anything about this. I will elaborate for the sake of jogging your memory.

No city is to auth anyone unless their crews all have more than 35 current members. If a Crewleader has more than 15 spaces available then these must be filled before another person can be authed.

No city is to exceed 4 crewleaders unless the city has a Godfather. In which case the Godfather can have 4 crewleaders below him/her.

We would obviously like to see growth in our community and if we ever believe that we are limiting the number of people by limiting the amount of crews per city we shall of course reconsider these restrictions.

Protection Lists

This has changed a little compared to what the Godfather Council had in place. I shall explain...

As always; Un-tagged members shall recieve NO PROTECTION what so ever. This INCLUDES anyone who is Made+.

Tagged associates (Wise Guy and below) shall be afforded 1 weeks protection by the City Heads.

Tagged friends of ours (Made Man and above) shall be afforded 2 weeks protection by the City Heads.

It is at the city of the deceased discretion whether or not to issue a protection order. However, protection STARTS from the leaders death and not from the time a protection order is issued. This obviously saves the un-needed deaths of sleeping family members.

Protection orders are only to be issued by Upper Structures only.

Now delving in to the trickier part and I am sure a lot of people have always found confusion in this. In the event of a take down the victor of the ensuing war will decide when a protection order should be issued, if a protection order should be issued. It is highly annoying watching as Thugs and the like publicly call out a leader for killing those of lower rank. Well tough titties. If the aggressor and victor decides that the whole family should be wiped then they should feel free to do so.

Pickpocketing and Mugging

This will be dealt with as each individual city see's fit for themselves. It was hashed out for quite a while but no definitive Country wide rule could be agreed on. So be sure all your members are aware of each city individual rules. They can be easily obtained so there should be no problem with that.

Vacant Cities

A deal has been agreed upon by all leaders for one of the vacant cities. This shall be made public to everyone in due time. Again, watch this space.

A smile spread across the nosey associates face as he realized he had inside info that no one else yet has seen. Hitting the streets he enters one of his favorite and most popular coffee shops. Whispering what he had just found out to anyone that would listen...

Keenos sits quietly watching the space

Chimpanzee sits and listens to the speach wanting to know what is going on with all the cities, after hearing it he walks up shakes PJ's hand.

Thank you for informing everyone what is going on in this thing of ours.

Chimpanzee then walks off to find a bar.

Valmont steps out of the back of his Rolls Royce in the middle of an empty field in New Orleans followed by his left hand Ter. He had just come from a city head summit in an old warehouse and wanted to make his way back to Detroit as soon as possible to notify his button men of the new changes discussed by the City Head Council. Stepping gingerly across the field he makes his way over to a small private Jet waiting just for them.

After boarding Valmont asks his personal assistant to bring he and his Left hand a ‘Scotch on Rocks’ then opens his brief case and begins looking over the notes he had taken during the meeting.

“I want you take these notes and put them into a formal memo. This memo should go out, first to KisukeUrahara and his hands, and then should be passed along to all button men of the city. They in turn will pass the information down to their associates.”

Ter nods as he takes a handful of papers and begins to file them away in his own brief case, as he does Valmonts assistant returns with two beverages, placing them between the two men. Each respectively takes a glass, clinking them together before taking a drink.

“Ter my friend, we are seeing the dawning of a new age. The Cities have come together to speak on public issues and everyone has come to an agreement. This is a proud moment for anyone involved.

Valmont takes another drink and begins to look out the window at the passing clouds as his private flight carries him back to Detroit. 

Thank you so much for relaying the notes for all to see. We had a really good meeting between all the city heads and I look forward to our next meeting which I am sure will be just as productive.

At the conclusion of the meeting Marston nods his head in agreement, satisfied that the concerns he had beforehand, had all been addressed.

After a long horse ride home to New York, he mounted the transcripts of the new rules in the entrance to the Outlaws headquarters for all New Yorkers to read, highlighting the city's rules on pickpocketing and mugging to ensure everyone is current with the city's stance...
