Mafia was and is active in Tampa Bay, Florida. We could do Miami but Tampa is more realistic and tuff. Rhode Island is also a mobbed up area. Boston would be kind of cool too but these two cities I mentioned are mobbed up as hell. I'd suggest Tampa Bay over Rhode Island to have in the south. New Orleans another mobbed up area could have that after Tampa.

we did have new orleans at one point i believe and even seattle, problem now is the cities that are up and running arent full enough to justify a new city opening

We have had other cities before but I do not think we have the user base for the districts we have currently let alone adding more  cities. At least not right now.

Bring back New Orleans add Tampa, then get rid of districts go back to 8 cities no districts.

Historically for the 1950's timeframe we are now set in, Seattle works perfectly as a city, alongside of course the basics of New York, Chicago, Detroit, Philadelphia, and Las Vegas. Seattle with the Colacurcio crime family actually began directly in the 50's anyway.

New Orleans had much more relevance in the following decade of the 60's, while Los Angeles was actually in a period of heavy decline and disfunction during the 50's.

Tampa works great as a location, as the 50's saw all the precursors with Cuba and mafia associates and bosses being embroiled with diplomatic incidents (and later CIA recruitment to kill Castro!). Cleveland Ohio's mafia organization also reached its height during this decade.

New Jersey is also an option as the northern part of the state was heavily engrossed in mafia activity.
