So, My thought was to take the Rogue alley up a notch by turning it into a snowball contest. 

Stage one: Start a week or two out from the event, release a scene editor where everyone can create a few scenes to hide their Rogue in. Maybe just let them move around the objects they can hide behind, choosing one to hide behind and letting them arrange the rest.

Stage two: Sorting. Make sure none of the scenes are unusable. this can be done by making the locations random for a week and having those be the RA's until The Event.

Stage Three: The Event. Jail to earn snow balls, snow balls get used to hit rogues in RA's. One long day of RA's. If you find the rogue, you earn a point. Misses can find you perks or jerks throwing snowballs back.

Final stage, the best RA scenes get added to the mix.
