Hello just a though here but I was thinking maybe 1 out of every 15 or 20 murders that there be no W/S sent out and it be like they got away with the perfect crime anyone else think its a good idea or not ? Sorry for the two liner :) |

Plus who is to say that every person turns in every witness statement as requested. One of the more powerful options a low level player has to effect those up the chain is the ability to bury what you have seen. A buried w/s alone can start a war. |
