No single city can have more than 25% of the total crews in the game. New HQs can not be purchased or upgraded if they are over the 25% threshold.

I don't think I need to get heavily into the pros and cons of this, its been discussed in the past, I'm simply putting a hard number on it.

This change seems like it could be used manipulatively. For example, three smaller cities could agree not to auth anyone, so that their blocking off new auths would prevent a larger city from gaining any more crew leaders. The combined potential size of those three smaller cities would then be larger than the current largest city. Then as those three cities fill up their HQs they would be able to outnumber the other city.

Regardless of the potential manipulation issues (one might consider this a feature, not a bug), I believe the suggestion would be improved by scaling to total city population, not total number of crews. There seems no reason to punish by preventing new auths because of things like having a godfather or using 25-man HQs. If I were to support an idea like this in any form (I haven't decided my own opinion on it yet), I would want it population based.

It would need to be total HQ sizes, else it would be easy to bypass any max populations by authing a dozen people and telling them not to invite anyone until they're all set up.

I will be honest Squishy, I am not a fan at first glance. It could be something that is used to control people and takes away growth from the user base.

I would also have to give some deep thought as to how you would go about controlling rogues and the effect that they would have.

I believe that before there was never the need of hard coding this since the players had a sit down and made rules to keep all cities at equal levels. I beleive it was during Roman's times that we had the most families per city, reaching up to 8 families in chicago alone, but we also had NPM's filling those families back then.

Right after that, the new set of leaders decided to make an agreement of number of families allowed per city and those rules have continued on since today. I know that Marston, Deadlysin and others have revised the rules and updated it, that was however before the war.

Now due to the recent wars, the existing rules of number of families may need to be revised. I don't know what's going on a player level field, I'm sure that leaders have plans and hopefully after things settle there will be people moving and cities will be more equally populated and rules will be revised.

Now, this is my question. Should we already make a change based on the current state or should we wait and give it sometime to see how things develope. I was always a fan of user enforced rules, if possible I would always opt to give the user the chance to find the right balance.

However, on the other side, we have had cities that had been empty for 3 months even prior to the wars. So with time, if the users can't compromise on populating other cities because they want to keep expanding internally, I wouldn't be so contrary on trying to find the perfect numbers for a hard code.

I am 100% against this idea, I have always believed it should be the user base that defines how and when we auth and who we auth. A rule like this would put restrictions, I don't see any need to force someone to have to open other city if they do not wish to or that once a city has a certain amount of crews they have to let another city gain more power in order to set up another crew. I can understand the intention behind this but at this time I really don't believe its necessary. For one thing most of the cities are now claimed, sure some people may not like who has those cities claimed but hey thats where the whole shut up and rank and do something comes into play.
