At first I too just laughed at this loon. Then, after a moment of deep concentration, I was able to see what lay beneath the surface. Let us break down this loons non sense with reason.

There is nothing there. I beleive this to be a metaphor for the lack of leadership. He is saying that the blank spaces in New Orleans were the cause of their breakdown.

This is where my colleagues and I are of mixed opinions. I believe he is stating that no one within New Orleans can be trusted. While others believe this to be a secret hidden message. For what? To be determined.
