I kinda dislike this as it makes it hard to read names in the locals with some of my chosen colours due to the background colour of locals but works perfectly on the "Past few minutes" list. It's a great addition for jail as it will help with the "Paternal Pardon" achievement (which seems to have moved down to the wacking area of achievements).
