I think it would be cool if you made the top menu bar and timer bar floating and have it fixed to the top of the browser screen so it is accessible at all times it would be cool. 

Sort of like the freeze frame feature in excel. S no matter if you scroll the page down the top menu bar can be seen and used. This would be especially helpful when doing jails so you know how much time is left before you can break again rather than having to rush through a post or action to get back to jails quicker.

I'm not against this idea.

I don't know what it would be like to code. I don't know if it would make the loading of the page sluggish or not. I would only be a fan of it if you could toggle it on and off (in your options) I'll ask izzy and or enkindle to take a look at this thread and give input. But I like your thinking BlackBlack, thanks for the great suggestion :)
