Let us consider for a moment what this aged Consig has done with his life to date.  He isn't a hand.  He is but a lovely member of a GF family.

This means that his Boss, the de facto ruler of this thing, doesn't trust him.  This means that his Boss, the most powerful GF since Prem, wants to keep a tight leash on him.

This means that Countdown is kept close because he can't be trusted with something as basic as managing a family when all the odds  are stacked in his favour.

He is hated and distrusted.

So what doe he do?

He vents his spleen on the Streets, trying to silence the good that is done by others.  He tries and tries to further silence the already quiet voices.

To what end?
