'Well this isn't a petition of getting rid of the ranges. The range is good for those who don't have much capabilities when it comes to the IA racing.

So back to the topic at hand. The old way to kill inactive gangsters that you saw hiding was to put a bounty on their head and shoot them. This way did have some skill involved because not everyone could set up their kill the perfect way. It took days upon weeks to figure out the correct way to do it. Planning a kill is alot harder, then just sitting back and waiting for the gangster to turn of age and shooting your gun.'

Al-Qaatil returns to the crowd surrounding the petition to offer a more longwinded defense of his position

It's depressing that someone in this thread should suggest just having a faster trigger finger should not be a sign of a good hitter. Ever watch a gunfight where one guy stands out in the open, survives long enough to aim, and shoots once at someone who is unloading a Tommy Gun at them? Hell no! Reflexes and speed are part of being a good hitter. The best aim in the world isn't going to help you hit your target if you need a half hour to set up your rifle, then calculate the windage, and then calculate gravitational effects on your bullet, all before you even put your finger on the trigger. By the time you've done that, the person you're trying to shoot has probably gotten up out of the lawn chair they were sitting in to take a piss, at the very least. Even if they aren't even trying to get out of your sights they'll probably manage to do it.

So that brings me to the point of describing the problem as I see it. The problem is that being a hitter isn't about being able to shoot cans in your backyard or a target in the range, even if that can help you get to a basic level of competency. Being a good hitter is about being the guy that can shoot people in a rapidly changing situation where you don't have time to line up your shot perfectly. That's the difference between shooting at the range and shooting someone for real. Right now, since people don't need to run from the Godfathers setting up a hit to their target before they shoot, you've basically got a situation where shooting a person is the same as shooting in the range. That needs to change. People need to be able to hone their reflexes as well as their aim. And if their reflexes aren't fast enough that they manage to reach their target faster than the other guy, tough luck. You ain't cut out for it, kiddo. Having a real competition is what separates the men from the boys. Shooting people shouldn't be like wondering if you're going to win the lottery.

Planning a kill? Do you honestly believe this technique was unknown to the majority of the "public"? Many crews had been teaching this openly to its members and those who racked up a tally where enlisted to their respective hit squads.

When did the life of those who have never contributed to this society hold any value that it needed to be held in such high regard? A bounty for a nobody?

Paces back and forth, trying really hard to understand this big secret that was apparently kept from everyone. And more so, the idea that these Inactive members of society were important enough to be placed on the circulating hit lists...

Al-Qaatil considers the notion of a "bounty" on the head of a comatose patient, laughs a bit, and agrees it is totally absurd.

Frankly, I never considered running to the Godfathers to set up a hit to be a price on the head of the catatonic, but rather it was a payment of $10,000 for the privilege of hunting in the city.
