| GAME CHANGE: Custom Taxes & Honesty. | Started by: Squishy on May 28, '13 21:44 |

The following change will go live shortly: Crewleaders now can set a custom tax rate for each individual member for Petty Crimes, Felonies, OCs, Drug sales, and DFP sales. The second change is to promote realism. Taxes will no longer be automated. On your banking screen, you will be presented with a running total of how much you in theory owe based upon what the %'s the upper structure has set. Your upper structure has no idea how much money you actually made. The number presented is for you and you only to use as a basis. You can change the value to send more or less, or you can just click to send the recommended amount. When you do work for the crew, they have no idea how many crimes you did, or how much you earned. It is up to you to kick up their share of the money. It is unverifiable, and can and be manipulated higher or lower to achieve whatever desired result you wish. Your crewleader will let you know how often you should kick up in an RP sense (every 250k, every weekend, every time you log in, whatever arrangements you guys make, its up to you). In the old system, 30% of all taxes collected by a crewleader automatically went to the godfather if there was one, or to an NPC if there was none. This is also being switched over to manual. The godfather taxes are collected and logged to be kicked up to their home cities godfathers by the crewleaders themselves. Like the members, a crewleader is only displayed the recommended amount, but can kick up less or more. The amount they kick up is unverifiable. The GF's 30% taxes are split between all GFs and the mayor of that city. If the city has no GFs, then a CL will be sending his taxes to the mayor. If a city has 3 districts, and only 1 has a GF. The CL will be sending 2/3rds to the mayor, and 1/3rd to the GF. Failure to pay Mayors share of the 30%, will result with his demonstration of power via inopportune jail time. |

This will take a while to get used to, but I think it will be really fun in a Roll Play sense on both the CL/GF and member side of the fence. "You're envelop is a little light this week." or... "Looks like you've been having a blessed year." |

This has gone live but I see no area in the banking screen that shows how much I should kick up. |

A piece relating to this update that was mentioned on IRC but was forgotten to post here is that tax money generated by an associate if paid goes directly to the crew leader. The intention of this change is to encourage the crew leader to reward the sponsor for bringing in the associate to the family.
[13:52] <Artorem> Squishy is there any effect on associate/sponsor taxes? |

Is the mayors 30% share the share of the taxes you actually received or 30% of the taxes you should have received? |

The GF/Mayors 30% cut is of what you DO receive, not what you should receive. |

This vexes me. I appreciate that taxes are no longer automatic (and I think that's a pretty cool change), but I don't understand why tax information should be hidden from the crewleader. This, effectively, displaces the tax system altogether. Because if you're running a tax rate above zero and try to enforce it, your coffers are at the mercy of your employees because you have no verifiable evidence to determine how much they owe. If you're running a tax rate above zero and don't try to enforce it, your coffers are at the mercy of your employees. If you're running a tax rate at zero, your coffers are at the mercy of your employees. And since the whole system is hidden, not only will you not know if your enforcement is even effective, but you'll also sound like a bit of an asshole if you try to judge whether or not your employees are sending up enough. Even if they are deliberately shorting you money, if you try to call them out on it there's no actual way to prove whether or not they are. So you either need to have absolutely incredible skills in mathematics to deduce how much they should pay based on their units or activity, or you're just going to guess. I get the realism you're aiming for, but this just seems to make the whole tax system (which, now featuring individualized tax rates [a cool feature]) completely obsolete. You're better off not trying to judge your members' tribute (because there's no actual verifiable way to judge them) at all and just hoping they're nice. And with the general goodwill within most crews (and the mentor/mentee attitudes that most crewleaders adopt, rather than an employer/employee attitudes), I don't see why this wasn't anticipated. No matter how realistic it may be, no crewleader is going to go around pissing people off by asking for more money than they're willing to tribute based on numbers that they can't even verify for proof. I think we're too far past "realism" on this game to think any leader will behave that way, despite how much we wish they would. It's not surprising that people aren't using this system (like the Archy incident a few days ago), since it doesn't really make any economic or social sense to set a tax rate. Which actually bums me out, because the individualized tax rates really excited me. But I have no real way of using it with this setup. |

I understand what admin were going for when they abolished auto collection but agree that there is no way to enforce this. In the films it's always "your business made 5 million a month, now it's only making 4, where's my extra million?" But you've no way to calculate the base rate let alone an accurate activity rate. With all the good will in the world, the CL and hands cannot track who is active when and for how long, and where they earning money ceiling or just spamming their friends. And like you said Denam, where do you draw the line, do you threaten to wack people you believe are holding back? Do this and your crew won't last too long. If you insist on using this, there needs to be something in place whereby an industrious CL can get a good ball park figure for someone's earnings. |
