the subject is well said, i was hoping to see if there can be implementation for each district to have there own locals, instead of all combined.this will help with pickpocketing, making it so you would have to fly to that particular  district to pickpocket, as well as for drug prices, which vary in each city/districts. and last but not least, i know it will also have a change on shots taken as well, seeing that you can have a chance to succeed if your in that very city, but for 100% assurance of each shot, you will need to be within the each district as well
