I was traveling around selling drugs when I thought about how easy it was to do a petty everywhere I went.  I thought, "Hmm, seems real easy.  Almost too good to be true."  Then I thought of an idea.  What if it were harder to do any kind of crime when not in your home district but at the same time give you more a lot more xp when you do succeed to make the reward that much sweeter?

And the further away you are from your home district the harder it is to steal that purse.  For example I'm from Chicago and I fly to New York to do a petty and automatically fail  until I build up enough xp to do that crime in that particular city and or district.  Maybe go a little futhur and get MY wallet stolen?  

Basically I'm saying make doing pretties, felonies and selling drugs a lot harder until you earn your privilege with xp to do those crimes.  And the further away from home you are the harder it is from the get go. 

Actually this is already in the game each city has a different difficulty Chicago being the hardest and im not sure if its New York or Philadelphia being the easiest.

I see, well I'm talking about the difficulty being related to how far away that city is to you.  Not however which specific city is hardest regardless to how far away you are from said city.  The closer to your home you are, the easier the crime.

Derek, it's actually DT which is the easiest. NY is the hardest. And I am not sure if it will work with petty crimes, but I know in the future they are planning on adding something similar to this. It will affect your gun and things of that nature is what I've been told, but I'm not sure about other things like I said.
