Seeing as you use the word pal for the same purpose as another person says 'kiddo' and have done it repeatedly, shouldn't you be getting the exact same explanation? :D

Vindicator is looping and schwooping around the street, and he's pretty sure he just heard someone who goes by the monicker "Wargasm" complaining that Mr. Luciano is taking war too lightly. Canada's number one soldier pauses mid-schwoop to reflect, then continues along humming One Tin Soldier, which has been in his head quite a bit lately. Schwoop completed, Vindicator stops for a moment to add a thought.

Hey, aren't you all supposed to be some tough-guy mobster fellahs anyway? Why am I seeing all this complaining about rough language and crass behavior, eh? How do you think Capone would react if you said he was being rude, eh?

Now I understand what happened after I left the first time and this war. I for one am grateful to know what the cause was. I know it's just a pipe dream on my end but isn't there enough territory and space for everyone to do their own thing? Maybe families can work together without all the deviousness. spiels_jr couldn't help but overhear someone earlier in the conversation mention something about sitting down to have tea and that it just was not the mafia way. He chuckled to himself and then spoke up.

The Sit Down is one of the cornerstones of mafia life.  Anyone that does not know that would never make it into the inner circles of a mobster crime family.  And they would have a bullet put in the back of their head rather quickly.

Why yes my good man, communication is important between family's, but you appeared to of missed the point I was making.

In this little thing of ours, the element of suprise is what tips the balance of war in favour of the victor. 

So while communication is essential, it is also crucial to hide you're intention's untill the final minute.

The moment you approach a don,  and make you're intention's of war know, reguardless if you are offering him a diplomatic way out there is a high chance that he will grasp the oppertunity to strike first. This becomes an unessicary risk, can you imagine the scenarieo?

You approach the don, tell him you basically dont like him for what ever reason and that you're thinking about taking him out. You discuss in depth for half an hour the situation and then go back to you're hq having concluded you're buissiness to whatever end...and then find the majority of you're family dead...your enemy in you're district..guns all around you and to finnish it off..you're enemy don smileing at you saying "thanks for the tip off...shmuck"

I do. I do. Your scenario could very easily play out in that exact way if we were involved in some sort of 'play mafia' in the distant future. But here in the real mafia, the sit down is the most important thing.

Spiels tips his hat at George, winks and walks away knowing that the 2 men are probably on the same page.

When someone lies to my face about something like this I really have to question what the motive is.

Standing behind Dripple, watching the blood droplets fall from his wounded body, she saw what lengths this man would go through for his district, his city...his family. Her mother had been a casualty in this war as well as close friend's to her and her mother. This war had shaken most to the core, grieving and simply trying to rebuild after what seems to be death after death. Stepping forward next to her godfather, patting his hand reassuringly, she cleared her throat to speak in Dripple's direction.

"Godfather Dripple, I want to thank you for putting aside your personal relationships to do what is best for your family. In my opinion, that is what makes a true leader and you sir, are a true leader. I applaud you for your bluntness in your reasoning as there is really no need to sugar coat details as most do, yet we see it happen from time to time.  You have always addressed the crowd with 'to the point' explanations and I find that refreshing. You saw a threat to your family and you did what you had to do to eliminate said threat and keep us safe. My mother may have lost her life, but she took a bullet and died for you just as anyone should die for a leader they respect and adore. Her death was not in vain. You still stand and that is for the greater good of Black Bottom."

Wiping a tear and taking a step back, Tonks reached inside of her jacket, pulling out her wand and bowing her head for a moment of silence. Lifting the tip of the wand into the air, a ball of light shoots into the air in honor of the fallen soldiers.

I'd just like to say Sir, that is was a pleasant surprise to have you come out here and speak. I know that its become a tradition in these streets for people to explain things when the fact was, you didn't owe us an explanation. The fact is, you chose to come out here and tell the people what went on, the who's hows what where and why. For those who don't care for your explanation, you did them a courtesy by giving them any at all. It should be enough they are in your family, down the chain of command and the people envolved followed orders, which is what good mafioso families do they protect and look out for each other. Anyway, just wanted to say thank you for the speech.
