I'll start with my change, then provide reasons for it after:
CAs no longer provide the standard "You witnessed ***** wack DerpyMcDerpface." Instead, their witness statement is processed directly to the warden, and the owner of the CA gets a personal that looks like "*CA name here* witnessed the [attempted] murder of DerpyMcDerpface and reported it to the *insert district/city* warden."
I think this change will provide a couple things:
- Realism: While they may be corrupt, the agents aren't only employed by us. They are also cops, and it would seem natural for a cop to report a murder he witnesses to his superiors. Because he is corrupt, he also goes and tells the player employing him, but reports the crime to the warden first.
- Inactive/Low activity CA Owners are able to "witness" things without logging in for 5 days. It may promote a new form of "stealth," but it's a bit odd that having a COP witness a crime is somehow better for the attacker than another mobster.
- Quickdraw for information: When a high-priority shot is taken, the first mouse to the warden get's the cheese. This will make the Warden feature more valuable in general, and allow for a "competition for information" as well.
An additional alteration that isn't necessary but may improve the suggestion:
- If the CA owner is online/active when the shot is taken, the CA reports the witness statement to the player first. Otherwise or after, it goes to the warden.
