Otis wanders out of his Citadel, and addresses the crowd gathered around Ladies and gentlemen, I come out here today to make an announcement. I've known this man for a while now, I know what he is capable of, and I know he will do great things for the city of Philly. With that and the blessing of the Godfather of Philly, I present to you DonnieTheLionHeart. He will be my Captain in Philly, working with me to help bring further prosperity to this wonderful city.
