A quick, but important addition to how this event will work:

Uhh. Apparently I wasn't clear... Monsters can be busted out from ANY cities' jail. When busted out they go to the city you are in. So for example, You are in LA and bust UberNinja out of jail, we will go to LA and be able to be shot there. But if someone in NY busts him out before you do, he will go to NY. |
