​There has been a lot of confusion about who you are meant to be able to invite to an Organized Crime. Here are the requirements for someone to be able to be invited to your crime:

• Be from your home city OR from the city you are currently in.
  • For example, if you are from LV and are in DT, you may invite people from LV or DT but not people from any other home city.
• Be active within the last 5 minutes.
• Their "Allow OC Invites" option must be enabled.

• They must have an open felony timer.
