It means each time you do a felony crime you have a small percentage of being able to do it again rather than having to wait the minimum amount of time.
We call it an 'Adrenaline Rush'. :-) |

It gives you a 10% chance of not using your felony timer. If you jump to the Credits > Spend page you'll get a brief explanation of what all of the various perks provide (though the email perk will only last 3 days compared to the 30 days if you purchased it).
