Originally, 33% of your CL's income was automatically kicked up to the game's NPC "Godfather".  When we put in the new "manual tribute" option, it enabled a loophole for CL's to stiff their tax obligations, thus gaining an additional 33% income they never had.  If you intentionally stiff the mayor on taxes, you will find yourself in jail, as a reminder that taxes need to be paid.  You can always try to get away with it, but sometimes it will backfire.
