You must do 75 crimes (petties and/or felonies) to earn a gun. As you should have done these prior to reaching the rank of earner, the felonies seldom come into play.
If you lose your gun, or have it taken by your CL, you must do 50 crimes (so petties and/or felonies) to earn it back.
Ranging does not help you earn a gun, it just helps train it up. |

I'm pretty sure it does give you a gun if you range. Both of my last characters recieved one immediately after they first went to the gun range. |
