| If you mean you personally, it happens at random whenever someone gets whacked. Who the witness statement is received by is totally randomized. If you want to know how to get it from people who have it... you have to discuss it with them. In general I think families pretty much keep the witness statements their members get to themselves as bargaining chips, etc. | |
