it says in the wiki (not sure where i cant recall at the moment i will post again if i remember) that when inviting to an organized crime that we can invite people that are in the same city as you and the same home city as you but i have noticed that you cant invite people from your home city if you are within your home city and they are not

You have to be in the same city as someone to invite them to your OC.

To be more specific. If you are from PH and currently in PH, you can invite anyone from PH that is currently located there. If you are from PH but located in say NY, then you can invite any NY or PH people that are currently located in NY.
