summary of this feature: If you are in your home city, you gain a boost to your attack and defense abilities meaning you can kill better and be killed harder. This boost increases if you are in your home district.
Why? To make Invasion more difficult and Defenses easier. |

Forts already kind of supply defense if you're at home, and it makes no sense for you to be able to shoot better. If you suck at firing a gun, then you're going to suck no matter where you are. |
