After meeting with Credits, it was clear what the plan was. All roads led to going legit and now was the time to come up with new ways on how to make the cash needed to continue competing with the other families. It was time for Christopher Phillips Industries to be recognised as a legitimate business and with The Tipping Point becoming more and more popular out in the business district, it was a step in the right direction for the family. But more was needed in order to keep funding the rebuilding of Philadelphia and Credits had already started work on hiring out some of his real estate within Bella Vista to those with ambition.

Rusty began racking his brain for legitimate ways to bring in extra income for the family. Finally he had come up with the idea of a lottery ran within the Philly business district, The Phillotery.

The idea was simple enough, if you were in Philladelphia you would go to the Business District and find the store that sold the tickets, from there you would receive further instructions.

Rusty knocked together a few flyers and had some of his guys hang them up around the streets.
