Ok maybe this is due to the extreme amount of pot I have been smoking but I am having trouble trying to find the option to send an invite to a fresh off the boat mafioso?

I was told it appears in Management but I have looked to no avail and am starting to get frustrated, which in turn make me smoke another j.  So please help me with a solution because once the pot runs out I am kinda screwed.
