Unfortunately I don't think they will implement a change like that for one person.  Have you done everything that you possibly can like Squishy said?  Have you went to your leader and his leader, completely explained the situation, maybe given them examples of what is happening?  I just can't believe that any leader would ignore you or not try to deal with it. 

For now you should ignore him in chat.  If he says something, don't let it get to you.  Ignore it, don't say anything, show it doesn't bother you.  There will always be rude people that try to get on your nerves.  Be the better person and ignore it.

You send your CL a mail. Then they will respond, and then you'll respond. So yes, you can speak to your CL about it.

Nobody thinks they are so much better than you, you went out of your way to say that you act the way you do because you have powerful friends, I am sure when I see this mail and someone being a cocky person such as yourself, I am not so inclined to give a damn about them being abused by a member of my district, and just for your information, being called a penis isn't too bad in my book, could have been worse but at least get your facts straight on why this situation is still ongoing.

To be quite fair, without going into the specific situation for Hunter, this suggestion isn't a bad idea.

There have been other situations that I would say this would be quite useful for. As much as I would like to say that CL's always handle things as they should, they do not. There were times that I had a similar situation that I am sure I might have used this suggestion in during that period.
