Previously, you needed to be in a crew to fully utilize a CA. Changes have been made and now you are able to access all aspects of a CA while being unsponsored.

Yes, the only thing changed were parts of CAs that were disabled when you were unsponsored are now enabled regardless of your sponsor status. |
