Jag was walking the streets, but while lighting a cigarette, he tripped over one of the many soapboxes that littered the place and fell face first into a puddle. A crowd gathered to laugh, cause why shouldn't they. Jag looked around and figured to draw the attention away from his clumsiness by starting to speak about a random topic that popped up in his mind.

"Ladies and gents of this fine world, I'd like to confuse you with what appears to be contradicting, but it makes sense in my thoughts."

Jag smiled as the first few people walked on already. He was never fond of big crowds, so the less attention he had, the better.

"After a recent business trip to Los Angeles, I was bored out of my mind over there. It was hard to find like minded people there, shops seemed closed and cops were drinking milk like they had no criminals to chase. Once I got back in Chicago I asked around as to why that place was so deserted. I've learned that it has quite a turbulent and experimental history, but, although debatable, not a very successful past in recent times."

"Now the simple idea I have is to stop experimenting with LA, and start giving people a normal chance. Let's not make it a game city, but just a business city. My proposal is to let every city grant one person the opportunity to set up their business in LA. The challenge is not to be ruler of the city, the challenge is for someone to simply run a successful business. Threat them like normal auths, so no messing with them without reason. There's a nationwide responsibility to this, but since everyone would have someone there, that's maintainable." 

"The experimental part of stopping the experimental nature of LA by allowing people to setup under normal circumstances like elsewhere is that the value of 'giving auth' for the releasing city or crewleader is unclear. On one hand one could expect a new LA crewleader to be loyal to it's originating city and thus broaden that city's influence in America. But on the other hand, to thrive in a new city working together with the other crewleaders in the area seems a necessity. In that way there's a reasonable chance the new LA leaders will form their own bonds and alliances, which will create a more dynamic, interesting playfield across the country."

Jag gets a sandwich out of his pocket and eats it, cause he's pretty hungry. Looking around he sees more people take off, some look around confused, but majority just stands there like they're waiting for the next trolley downtown.

"Now, what's the benefit for our community? Having another city populated and giving a chance to motivated people from all over the nation to start a business for starters. Another place to divide attention to. A city that can thrive if these people work together to be efficient and not because they happen to know each other for a while already."

"But what about the risk? Well, there's none. Or at least not more or less then authing friends or people that you've known for a long time and set them up in your own city. Or more risk then promoting that person who earned well and never gave you troubles to the rank of Made Man. Or like we've seen today, that an authed crewleader has been removed because the confidence and trust once given to this leader wasn't there anymore. According to the history books, there's also been plenty of examples of friends running their crews side by side, but growing apart, resulting in violence between them or the sudden discovery they couldn't rely on each other when it was needed most. On the other hand there's those leaders who little people first knew about, who got their chance for whatever reasons and they are now running steady families, proper businesses, just because they are motivated for that job."

Jag notices some butter from his sandwich got on his cheek and he wipes it with the sleeve of his jacket.

"Now, what I propose here is far from shocking, but why not just do it? There's probably plenty people willing to take a go at success in Los Angeles. They'll be running the same set of rules as the rest of the country, so it wouldn't bring a great risk to society. Sure, there's perhaps an uncertainty to it, but then again, how certain are we about the people around us? It's the mob after all. But what do I know, I'm just a Goomba tripping over a soapbox here."

Sereno hands @Jag a handkerchief, noticing the man still has some remnants of his puddle splash on the side of his face. The incident initially caused Sereno to chuckle. He couldn't help himself, the sight of someone toppling over a soap box and into a puddle got his humour going. Then, after standing about listening to the seemingly spontaneous proposal, it began to dawn on him, this goomba actually had something to say and with a but of gusto.

After handing the bit of cloth forward, Sereno gave his input to the new face. He'd never seen him before, yet he felt everybody deserved to be heard when they had something interesting and business provoking to say.

"SammyGato immediately comes to mind when thinking about your proposal. In the interactions I've had with amico mio, he's shown himself to be very capable with a mind firmly on business."

"I'm not sure what the current plans are now for the city of angels, yet I do like this idea. Maybe if each city could have those interested in journeying to LA to start a business of their own put their names forward, then the city bosses could decide on the candidate they feel could best represent their city to move over. This way it would allow people to also put their hand up and show themselves, as well as give the city the opportunity to choose who they see fit for the challenge and who they believe would represent them in the best possible way."

"I like the structure around this, as it's less about just simply giving LA to the people, and more about helping it flourish within our already established community and allowing a select few an opportunity they may not have otherwise."

"A sound proposal, in my opinion. I think it just depends on the plans in place, if any, and the current leaders seeing this as valuable as we do."

It has already been decided that each city is given full control decide the future over their twin city.
It should have been pointed out when you made the inquiry about Los Angeles.

Aztec, thank you for pointing out who holds the key to the future of LA. Maybe if I shouldn't just have inquired about the city with my local sandwich vendor, I would've learned that. Still, the fact that we know who may decide it's future, doesn't rule out this plan immediately.

Truth be told, I rather have it considered and not be used, then not being considered. I think that you'll find there's just as much room for debate on the matter of whom to auth and the viability of that relationship here, then only focus on the viability of the plan I propose.

"Plus, this would is ever changing. LA has had two experiments on it in recent times. It wouldn't be surprising to see the city in the same situation down the line and this idea could still be useful then."

Personally, I found the most recent experiment with LA to be one of the most entertaining things that has happened.

I would gladly take something different over each family authing an individual into it because that is just going to see another long grind phase before tensions eventually boil up into catastrophe. Plus, there is no requirement for the current families to expand as there are;

So there are plenty of options for the existing families without them branching into LA, and most likely, little demand for occupants in the newly established ones too. 

I agree with what you say Credits. But my proposal wasn't meant as a solution to housing problems, cause there aren't any.
Nor is it to point to opportunities for families to branch out to other cities. It's really not meant to be directly beneficial for existing families in an obvious way.

It's beneficial for new entrepeneurs getting a go at running their business. With that it creates a new place to give attention to, where new issues will appear, where new ideas will form, where new talent emerges.
In that way it's beneficial for our community as whole, because it would make things more interesting. Much like how you found the last experiment to be interesting, despite whether it was successful or not.

Sure, tensions will boil up, but why worry about that? They will boil up anyway, whether it's from within or outside your family or alliance.
That's why I brought up the risk of new, slightly uncertain auths versus the authorisation of trusted people. Either way things will boil up, cause what starts with certainties will grow into uncertainties.
The last war we've seen is a good example of that.

I'd prefer outside uncertainties and excitement any day over having to look over my shoulder and have to wonder about who's in my house, my group of friends or city that might turn against me.
Now my proposal won't eliminate that chance, but it will create at least an interesting alternative to knowing you'll be actively or passively stabbed in the back one day by those you trust.

Now don't get me wrong, I'm not saying current alliances have internal issues, but my proposal is just about promoting healthy competition.

Not to tar everyone with the same brush, but invariably, first generation (new) mobsters who are given the keys to their own HQs don't have a clue what they are doing. Whilst this naivety can create something, they almost always copy the formulaic structure that has been imposed upon the other families they've been in. If you want to promote new issues, ideas or talent, I don't think putting a handful of people backed by their leaders in there is the right way to do it. In fact, I think very little would actually happen other than a long grinding period whilst they tried to build themselves up.

The boiling up part wasn't a concern; that is inevitable. It is the long boring grind phase that should be avoided because it is dull as fuck. 

If you can't keep your family loyal, inexplicable fuckery aside, then you're doing something wrong. I also don't see how giving authorisation to one person you don't really trust and carries a risk mitigates potential internal betrayals. Unless you're specifically worried about that person, in which case offering them a HQ and a licence to scheme against you doesn't seem like a particularly wise move either.

I'm all for healthy competition, but I don't think your proposal would achieve it. I think throwing new people to the wolves would be more likely to achieve that, without the backing of their former city, although these things also tend to have a shelf life until one deposes the rest.

The idea wasn't to let people setup there who you wouldn't trust to begin with, but just people who you trusted enough to get Made Man already.
I also stated that my proposal wasn't meant to prevent internal issues from rising, cause that's indeed inevitable, either because of fuckers, leaders doing whatever wrong, or just because time does that to families and alliances in this world.
It's not a solution to a current problem, except maybe for LA being empty.

It's about bringing more variables into our society, that don't immediately create benefits or downsides for existing families. In that way it's more interesting, then not doing it. It's slightly expiremental that because of each city's influence, we can't predict the outcome. But it's not so expiremental that people setting up in LA are set back by all kinds of restrictions.

I agree that the idea doesn't warrant new exciting times for us, but it may as well be.
The long boring grinding process for them to reach the top is perhaps dull, but surely not as dull to see the same process happen within the safe comfort-zone of already existing cities and alliances.
If we're looking for a benefit that can be summarized as "it should be entertaining for us." - then this plan won't be ideal.
My proposal is to create a more broad field of independent businesses across the country, instead of merely sister-companies.

I should state that I won't shed a tear if this isn't implemented. The proposal also serves as a realistic, possible context to discuss the requirements we have for new auths. Do we need to have their undying loyalty or would we dare to cope with possible competitors, just because it makes our life's more interesting?
That sprung to mind when witnessing that apparent undying loyalty often enough proves to not be so undying at all.
