How do you initiate a crackdown? when I try to start one, it keeps saying I don't have enough money but unless it costs millions I should have enough cash... and also, how do you SELL crackdowns?

Crackdowns are not related to your 'game cash' (when it says you don't have enough money). It's related to your 'credits'.

In order to initiate a crackdown, you must have 1 credit. To purchase a credit, you can go to the credit marketplace (http://mafiareturns.com/manage/marketplace.php). Here you can buy (with game cash) and sell (for game cash) credits.

Credits can also be bought with real life cash (a donation to assist with the costs associated with running the game) via http://mafiareturns.com/manage/donation.php.
