You can hijack a cigarette truck as part of a Public User Crime, your crewleader's tax your earnings as a form for them to make money and by racketing I assume you mean racketeering.

A racket is an illegal business, usually run as part of organized crime. Engaging in a racket is called racketeering.

So, basically every petty and felony you do here is racketeering, because its illegal and its a way to do money. Sure you don't have business cards, but it makes the wallet fat.

So without further elaboration on your 'suggestion', it seems like all these are already in the game. I suggest that you explore around some more and familiarize yourself with the game mechanics, and you'll be pleasantly surprised at what there is to do.
