Vincent Valentines steps out of the shadows where he can see a bunch of mobsters discussing someone named 

  "So as a line I've played with this idea for some time, and I'd like to finally give it a try. I plan to set up a street racing ring, that will race every Friday starting October 23rd. There will be an entry fee of $200,000 plus any bets you'd like to place to a max of $500,000. There can also be outside bets, no need to pass them through me. But, if you'd like to then I'll be more than happy to hold the money and make sure it's sent to the right person."

Vincent takes a deep breath and then continues speaking

"This is not about bringing in money for myself or my family, but more so to bring something new and fun to this community. The entry fee is just so it's I make a little something for the time it will take to set up, and the betting against me is just so those gamblers out there can get their own fix. I won't disclose how the back scenes will play out but you will just have to trust me that I will be fair and just in the races. Which I give you all my word that I will be!"

He then steps back and posts a poster on the wall behind him, and stands around for any questioning.
