He (Cerebellum) might be an excellent leader, but it's the simple and harsh truth that his activity isn't just low, it is obscenely low. Now I'm sure there are faults and whatnot in that system of measurement, but it's still no good advertisement for him and his family, especially when you see that both of his hands are also severely lacking in activity. Not a family I'd want to join.

I was under the impression you had served Koehler since you arrived on these shores, I must be wrong. Well then, they might be active in the sense that they're around, but they're not doing much productive (earning money) in the time that they're around?  

I think you're missing the point that inactive, shit mobsters who couldn't lead the blind are exactly what Duplicity wants. Lots of sheep and no challenge.
