Thrall picks up the phone and rings his Left hand. "Mosley, get home quick,  I have some serious business to discuss with you." Thrall listened to the other end and nodded. "Yes, its time so get your ass home now!"

Thrall steps out of his headquarters with his Left Hand in tow and glances around at the assembled crowd. "Ladies, and Gents of our world.  As many of you can see I moved from the Bronx, to Bella Vista roughly a week ago.  In that time I've grown a little crowded here.  So today I am making a command decision, and Authorizing my Left Hand Man  Mosley to setup shop right next to me here and help Bella Vista grow, and to help build Philadelphia even strong."

Thrall turns to Mosley, and pulls out a set of keys, and a small briefcase, and clears his throat. "Mosley despite what has happened, or has been said you've been a hard working man for The Horde, and today you'll get a shot at building your own.  Go forth with Strength, and with Honor and make us proud. "

Thrall turns back to the crowd and nods, "I shall now turn the attention over to Mosley." Thrall steps back and lets Mosley take the stand and he watches from afar of the stoop of his HQ.

Thank you, Thrall. I'm honored to have worked as your Left Hand, and I'm even more honored that you have given me this opportunity. I'm looking forward to bringing our district to a brighter future together.

Mosley firmly shakes Thrall's hand and takes the keys from him. After that he took the briefcase, putting it near his feat while stuffing the keys in his pocket as he turned to address the crowd.

As some of the visitors of these fine streets have noticed, Don Thrall of Bella Vista has made an announcement regarding the authorization of a new leader in his district. And as you might have guessed, that new leader would be me. Thus, with the approval of my Don, I will be setting up my very own criminal organisation under his guidance and command. 

It will be a painful moment to leave the 'crib' in which I have grown and lived so much. I would like to take this moment to thank all of The Horde's members and associates for building such a great family together, and I look forward to further expanding the fine district of Bella Vista along with them. And, by extension, I would like to thank my comrades in the Bronx and the rest of New York for their support and cohesion. It is a honor and a challenge to lead a family in these times. A time of expansion, development and progress after a period of (arguably) stagnation. It might not be easy to fill my headquarters within short notice, as there are arguably too many chiefs and not enough Indians, but in the end 'Slow and steady' will win the race. I look forward to build my own family with the lovely lady that goes by the name of Cassi as my Right Hand Woman, and work alongside my bold colleagues in Philadelphia. I have no doubt that we will build Philadelphia to great heights, together.

My Blackshirts will be patriots. They shall be dedicated to serving their family, their district, their city and even the community as a whole. I will demand no superhuman qualities or effort from my members and associates. I will not be looking to be the 'best family ever'. I intend to create an environment where hard work is rewarded and where camaraderie is key to the family. I look forward to committing to the hard but vital job and responsibility of giving leadership to own family.

Congratulations to you, Mosley my friend. I have known you all your time on these shores and have seen first hand the work you have done in both New York and now in Philadelphia. 

This is a  wonderful occasion for the city of Philadelphia and I am positive that you will continue to thrive. If ever you are passing by the fine city of Detroit, you should stop by Black Bottom and enjoy some of our famous hospitality.

Cassi stood silently off to the stand. She watch with pride filled eyes as Thrall presented his new auth to the world. She was honored to be part of this movement and could only envision the best of things for Bella Vista and the city of Philly as a whole. As Mosley addressed the crowd, she listened to his every word. Thrall had made a great decision. Yes indeed, she had a great feeling about their future. After the announcement, she slipped her arm through Mosley's and headed back towards headquarters with him. They began discussing their plans as they walked. There was much work to be done.
